The repeater function in Adobe After Effects is one of the most powerful tools I have been introduced to. Once you get your hands on it, the motion graphics world can become your oyster.
I really love the feel that this GIF has. It has this very mechanical or industrial feel too it which is why I chose those colors. The black blades remind me of aperture blades on a camera lens or even the barrel of a gun.
